why october and november stipends has been suspended

According to Nasims, the suspension was caused by the federal ministry's failure to include it in the budget.

The text of the message is as follows:

Dear N-Power Batch C (Stream 1) Recipients.

We regret to inform you that the payment of October and November stipends, which was scheduled to begin today (8th December 2021), has been suspended indefinitely until further notice. This is because the federal ministry did not include it in the budget.

It should be noted that the payment of stipends in October and November is limited to beneficiaries who have met the program's eligibility requirements. It is recommended that you keep your accounts validated to avoid further backlogs.

We are using this medium to assure all beneficiaries who have met the criteria for this program to be patient while we sort things out. Meanwhile, the September stipends are still being paid.
